The EU policy agendas codebook is used for coding policy content in a hierarchical manner, employing general policy categories and subcategories corresponding to issues within a policy theme. The codebook contains 21 general policy categories and over 250 subcategores. The general topics are:
Banking, Finance and Internal Market
Civil Rights and Liberties
Law and Crime
Public Lands, Water Management and Territorial Issues
Science, Technology and Communications
